What is Value-Based Care

For decades, much of our health care system has rewarded volume — more visits, more tests, more procedures. Value-based care shifts that approach by rewarding care quality, prevention, and better long-term health outcomes.
When providers are supported to catch health problems early and manage chronic conditions consistently, patients stay healthier and avoid unnecessary hospital visits. The goal is to pay for better health, not just more treatment.
Value-based care allows us to capture savings that will be reinvested into three primary buckets. First, the goal is to manage the rate of health care costs. Second, One Health Hawaiʻi wants to reinvest in the health care ecosystem across Hawaiʻi. Third, One Health Hawaiʻi will want to focus on the social determinants of health that will keep people healthy. This includes stable housing, food security, reliable transportation, and quality education, among others. By directing resources toward preventative care, we can foster healthier living conditions and improve Hawai‘i's well-being.
Together, these reinvestments help manage the growth of health care costs while building a more resilient, equitable system that supports providers, strengthens communities, and ensures that better health is both achievable and sustainable for everyone.
